An evaluation of A = 4 was published in Nuclear Physics A541 (1992) p. 1. The version here differs from the published version in that we have corrected a few errors discovered after the article went to press. Introduction and overview tables have been omitted from this manuscript. Reference key numbers have been changed to the NNDC/TUNL format. The figures are now present in the pdf document, and are also available elsewhere on this server (see below).
