Event I/O

Five routines are provided for event I/O: evOpen, evClose, evRead, evWrite and evIoctl. These routines currently perform I/O to files, and will eventually be able to read events from the Event Builder and write them to the Event Recorder. Events are checked on output for conformance to the CEBAF event format at the outermost level.
